Carlsbad, CA Weighs Minimum Age 12 for E-Bike Riders Amid Growing Safety Concerns

CARLSBAD, Calif. — Carlsbad is looking at new rules for e-bike riders. The city council will soon vote on whether to set a minimum age of 12 for riding Class 1 and Class 2 e-bikes. These bikes provide pedal assist up to 20 miles per hour and are very popular with kids and teens. The idea comes from growing safety concerns across San Diego County. Many residents say they are seeing young children riding fast bikes in busy areas. More than 550 people submitted comments to the city. Most supported a minimum age of at least 12. Some wanted an even higher age limit.

City leaders say the goal is to reduce accidents involving youth. Nearby cities are seeing similar problems. Coronado reported 36 e-bike crashes since January 2023. Many involved riders younger than 18. Hospitals in the region say they are treating more teens for head injuries and other trauma linked to e-bike crashes. The proposal in Carlsbad does more than set an age limit. It also creates new safety rules for all riders. This includes limits on riding after dark, updated helmet requirements, possible fees for impoundments, and restrictions in some parks and trails. The city is using new powers from Assembly Bill 2234, a state law that allows local governments to set stricter rules for e-bike use. If approved, Carlsbad would join other cities taking steps to improve e-bike safety for kids and families. The final vote from the council is expected soon.

My Take

I think Carlsbad is taking a reasonable approach. E-bikes are fun and helpful, but they are still powerful machines. Young kids may not be ready for the speed or the judgment needed to ride safely in traffic. A minimum age of 12 feels like a fair place to start.

At the same time, many teens rely on e-bikes to get to school and activities. The city needs to make sure the rules stay practical for families who depend on them. If the age limit is too strict, it could affect riders who use their bikes for daily travel.

Overall, I believe setting an age rule and adding basic safety measures can reduce injuries without making life harder for most riders. The key will be good education and clear enforcement. If the city sees issues after the law passes, it can adjust the rules as needed.
