New York City’s Bold Move: Free E-Bikes for Delivery Workers
New York City is making a big push to improve safety for its delivery workers and reduce the number of uncertified e-bikes on the streets with a new initiative: the E-Bike Trade-In Program.
The program offers an opportunity for delivery workers to swap out their uncertified or illegal electric bikes, including some electric scooters and mopeds, for free UL-certified electric bikes that are safer and legal to ride. This initiative is part of the city’s ongoing efforts to ensure that those working in the food and parcel delivery sector have access to reliable and compliant transportation options.
Why This Program Is Needed
Delivery workers form the backbone of New York City’s bustling delivery economy, providing millions of residents with timely food and parcel deliveries. Unfortunately, these workers often face low wages, long hours, and poor working conditions, which can push them to choose cheaper, uncertified e-bikes. These bikes may be more affordable upfront but come with serious safety risks and legal issues.
Many of these e-bikes don’t meet the UL (Underwriters Laboratories) safety standards, and some are not even classified as e-bikes at all. Commonly seen scooters and mopeds are often used in place of true e-bikes, even though they don’t comply with local regulations.
The E-Bike Trade-In Program
The NYC Department of Transportation (DOT) has already started accepting applications for this program, aiming to replace those unsafe bikes with fully compliant, UL-certified electric bikes. And it’s not just e-bikes that qualify for trade-in – even gasoline-powered mopeds, which can’t be legally registered with the DMV and lack VINs, are eligible for exchange.
In return for trading in their old, unsafe bike or moped, workers will receive a brand-new UL-certified electric bike and a spare UL-certified battery – completely free of charge.
Eligibility Criteria
While the program is free to participate in, there are a few requirements:
- Income: Applicants must have earned at least $1,500 in 2024 from working in the food delivery industry.
- Location: Delivery workers must live in one of New York City’s five boroughs.
- Age: Applicants need to be at least 18 years old.
- Trade-in Requirement: They must own or use one of the eligible non-compliant vehicles eligible for trade-in.
How the Program Works
Unlike other giveaway programs that operate on a first-come, first-served basis, this initiative uses a lottery system to select recipients if the demand for free bikes exceeds the number of available units.
Applications for the program are open now, but you’ll need to act fast. The deadline to apply is March 10, 2025.

This program is a win-win. It addresses the pressing need for safer, compliant e-bikes among delivery workers while helping to improve overall street safety for everyone. Delivery workers who are dependent on these vehicles for their livelihood now have an opportunity to get a more reliable and safer ride without any extra cost to them.
