Authorities Crack Down: 16,500 Illegal Fatbikes Seized for Excessive Speeds

The Human Environment and Transport Inspectorate (ILT) has recently seized over 16,500 illegal fatbikes from Chinese manufacturers at the Port of Rotterdam. These fatbikes, disguised as electric bikes, have been identified as “unapproved mopeds” due to their capability to reach dangerously high speeds. Additionally, the ILT has confiscated 1,000 unapproved mopeds from distribution centers of a Dutch supplier.

The ILT warns that “an unapproved moped cannot simply become a legal electric bicycle with a button press or software update.” Many of these fatbikes are equipped with powerful engines and moped-like features, which enable them to exceed safe speeds. Reports indicate that some models are sold with codes or apps that disable speed limiters, allowing speeds to soar to 35 or even 45 kilometers per hour. “Such speeds are hazardous,” the ILT cautioned. “The frames, brakes, and tires of these bikes are not designed for these velocities, leading to increased risk of accidents and injuries.”

In the Netherlands, there is growing concern that high-speed fatbikes are compromising safety on bike paths. A significant majority of residents support imposing an age limit and helmet requirement for these vehicles. A parliamentary majority is backing a proposal to set the age limit at 14 and mandate helmets, with coalition parties PVV, VVD, and NSC advocating for this despite skepticism from Minister Barry Madlener of Infrastructure and Water Management.

The ILT highlights that distinguishing between an electric bike and an illegal moped can be challenging for consumers. “If individuals mistakenly purchase a disguised moped thinking it is an electric bike, it is a result of failures within the industry. Manufacturers, importers, and sellers must ensure their vehicles meet legal standards before sale.”

According to ILT regulations, a fatbike is classified as a moped if it exceeds speeds of 25 kilometers per hour, has a power output greater than 250 watts, or can travel faster than 6 kilometers per hour without pedaling. Approved electric bikes and electric-assisted bicycles are exempt from licensing and helmet requirements, and there are no age restrictions for riders.

In contrast, vehicles capable of speeds between 25 and 45 km/h are categorized as rapid pedelecs or advanced scooters. These require registration, a number plate, helmet use, and an AM-class driver’s license, with a minimum age of 16. The 1,000 unapproved mopeds seized from the Dutch supplier are part of an ongoing ILT investigation, which will be handed over to the Public Prosecution Service upon completion.
