Connecticut’s E-Bike Voucher Program is Back — With a Twist to Make It More Equitable

Connecticut is reintroducing its popular electric bicycle purchase incentive program, but this year, there’s a twist aimed at making the program more equitable and accessible. While the core concept remains the same—helping residents afford e-bikes—the 2024 edition introduces a lottery system that prioritizes applicants from lower-income households.

Last year, the program saw overwhelming demand, as eager buyers quickly took advantage of generous incentives that significantly reduced the cost of e-bikes. The program’s success led to many residents acquiring e-bikes at steep discounts, sometimes regardless of their financial need. This year, Connecticut’s Department of Energy and Environmental Protection (DEEP) is determined to make the program more equitable by introducing income-based prioritization.

“We’re really looking to make the program more equitable and more accessible,” said Paul Farrell, director of DEEP’s planning and standards division. “It shouldn’t be like getting Taylor Swift tickets. You should be able to have a fair shake.”

How the Voucher System Works

Applications for the vouchers will open on Tuesday, September 17, at noon and remain open until 8 p.m. on October 1. DEEP has allocated up to $750,000 for this program, which could support the purchase of more than 600 e-bikes, depending on the voucher amounts issued.

The base voucher amount is $500. However, applicants who fall under certain income brackets or live in economically distressed or environmental justice areas can receive an additional $750 and priority status. To qualify for the bonus, household income must be less than 300% of the federal poverty limit—$45,180 annually for a single person, with higher limits for larger families. Additionally, households eligible for programs like Head Start or Medicaid will also be prioritized.

If demand exceeds available funding, a lottery system will be employed to allocate vouchers. Those who don’t meet the income or area-based criteria may still receive a $500 voucher if funds remain after the priority groups are addressed.

What Bikes Qualify?

To participate in the program, e-bikes must be purchased from registered dealers within Connecticut, and the bikes must have a manufacturer’s suggested retail price of under $3,000. The bikes also need to come with a one-year warranty and have safety-certified batteries and electric components.

Last year, Aventon and Ecotric were among the most popular brands, offering models priced low enough to be fully covered by the combined vouchers. This year, the program includes several other manufacturers, such as Batch, Electra, Magnum, Rad Power, and Trek. Interestingly, Cannondale, a well-known bike brand based in Wilton, Connecticut, is not included in the qualifying models.

Ensuring Accountability and Promoting Sustainable Transportation

Voucher recipients must agree to use their e-bikes for commuting or daily errands and will be required to participate in surveys and audits regarding their bike usage. This requirement aims to ensure that the program meets its goals of promoting sustainable transportation and reducing vehicle emissions.
