Long Beach, California Proposes New E-Bike Safety Rules to Curb Risky Riding

Officials in Long Beach, California have launched a new effort to create rules for e-bike use across the city. The proposal, called the โE-BIKESโ initiative, asks the city manager to return with a draft law within 90 days.
City leaders say the goal is public safety. They point to more reports of fast or unsafe riding on shared paths and along the beach. Complaints have also grown about e-bikes passing too close to walkers, skaters and regular cyclists.
The plan could include speed limits, helmet rules, age limits and guidance on where e-bikes may or may not be ridden. It may also include fines or other penalties for unsafe use. Officials noted that state and federal rules donโt fully cover private e-bike use, so cities are filling the gaps.
Councilmember Cindy Allen said her office gets steady complaints from residents near the waterfront. Riders โzipping pastโ others on narrow space is now a common concern.
City staff said they want to balance safety without blocking responsible riders who use e-bikes for commuting. Officials also noted that e-bike sales and usage keep rising in California cities, and that local law needs to keep pace.
The draft ordinance will return for public review before any final vote.
My Take
I support Long Beach taking a structured approach rather than reacting with bans. Speed limits, helmets and clear rules on where to ride make sense in a dense coastal city. Most problems come from a minority of riders, but that minority harms public trust for the whole community.
What I will watch closely is enforcement. If the city writes strong rules but enforces them weakly, nothing will change. If the city enforces too hard or inconsistently, it could backfire and push people to ignore the rules. The success of this law will not be the paper โ it will be how the city actually implements it on the street.
