Santa Cruz E-Bike Surge: Concerns Grow, But Serious Crashes Remain Low

Santa Cruz Police Chief Bernie Escalante, a parent of a teenage boy, understands the anxieties that come with a child navigating busy streets on an electric bike. Although his son has recently switched to driving a car, Escalante reflects on the potential risks associated with e-bikes, particularly faster models like the Class 3 bikes, which can reach speeds of up to 28 mph with pedal assist.

Escalante is concerned about the lack of formal safety training for young riders, questioning how such high-speed vehicles can be used legally without any official education or training. “I was surprised that it’s legal to ride these without any training or DMV requirements,” Escalante said. “I think that will change.”

The popularity of electric bikes has surged in Santa Cruz County and beyond, thanks to their increasing affordability. Despite this boom, both Capitola and Santa Cruz police report that, while e-bike use has grown, they have not observed a corresponding rise in serious accidents or injuries.

Santa Cruz Transportation Planner Claire Gallogly and Chief Escalante have noted widespread community concern about e-bike safety. However, they point out that the data doesn’t reflect a significant increase in incidents. “There are many discussions about e-bike safety, but the stats haven’t shown a corresponding rise in accidents,” Gallogly said. “The number of incidents hasn’t grown at the same rate as public concern, which is reassuring.”

In Santa Cruz, the number of e-bike incidents rose from 12 in 2022 to 30 so far this year. While this increase is notable, Escalante attributes it more to the growing number of e-bikes rather than a heightened danger. “I would need to examine each report more closely to better understand the specifics of each incident,” he noted.

Community discussions, particularly on local Facebook groups, reveal anxiety over potential e-bike accidents. One comment on the Aptosia Facebook group expresses worry over the safety of young e-bike riders, saying, “E-bikes are dangerous. I see many young people speeding around, and it’s only a matter of time before someone gets seriously hurt.”

Despite such concerns, some parents, like Felton resident Graham Freeman, report positive experiences. Freeman’s son Alden received a Class 1 e-bike for his 11th birthday and now rides to Santa Cruz High School. Freeman believes that e-bikes are safer than traditional bikes due to their speed consistency with other road users. “It’s actually safer,” Freeman said. “He can assert his presence on the road without the risk of a large vehicle pile-up.”

Freeman is frustrated by the lack of infrastructure to support safe biking and believes that adults are failing to provide adequate solutions for young riders. “We’re prioritizing cars and convenience over creating safe environments for our kids,” he said.

Santa Cruz City Schools spokesperson Sam Rolens highlighted the district’s efforts to improve e-bike safety awareness. The district has organized educational sessions with local law enforcement, focusing on traffic laws and helmet use. Although there has been a rise in e-bike ridership, Rolens noted that incidents have not been “outlandish” and that educational initiatives have led to improved compliance with safety laws.

Alden Freeman suggests that increased awareness among all road users would enhance safety, noting that drivers often fail to signal turns, which can endanger cyclists. He also supports requiring licenses or permits for bikes that exceed 20 mph, especially for younger riders.

Gallogly, the city’s transportation planner, advises parents to enroll their children in e-bike safety courses, ride with them, and consider bikes without throttles to enhance safety.
