Mackinac Island Pumps the Brakes on E-Bikes

Car-free paradise, Mackinac Island, has introduced a new speed limit specifically for electric bikes, reining in one of the few motorized options in this unique town.

Located between Michigan’s Upper and Lower Peninsulas, Mackinac Island prides itself on being car-free. The historic island is devoid of privately owned vehicles, with only essential government services like police and ambulances utilizing motor vehicles.

Electric bikes (e-bikes) emerged as a popular, motorized option for navigating the small island. Federally classified as bicycles, e-bikes come equipped with electric motors (under 750 watts) that can propel them to speeds of 20-28 mph depending on the type.

However, Mackinac Island restricted e-bikes to Class 1 models only. These bikes, unlike their more common counterparts, lack a throttle and the motor only assists when the rider pedals. Additionally, all e-bikes on the island require a local license.

The Joyride Ends: New Speed Limits Take Effect

Those days of zipping around the island at 20 mph are over. Senate Bill 682, recently signed by Governor Gretchen Whitmer, imposes a new speed limit of 15 mph (25 km/h) for e-bikes. Within the business district, the speed limit dips even lower to a cautious 10 mph (16 km/h).

The legislation garnered support from the Mackinac Island Convention and Visitors Bureau and local politicians, including State Senator John Damoose who introduced the bill. According to Damoose, collaboration with island officials ensured “agreeable terms” before presenting the legislation. He emphasized the bipartisan support the bill received throughout its journey to becoming law.

Enforceability Concerns: Can the Speed Limit Be Maintained?

While some, like Senator Damoose, see this as a positive update, others raise concerns about enforcement. Many e-bikes are inherently capable of exceeding the new limits, and some lack speedometers, making it difficult for riders to monitor their pace.

This move by Mackinac Island reflects a growing trend of e-bike regulations across the US. California is looking to amend laws to prevent modifications that enhance e-bike speeds beyond legal limits. Even more drastic measures were taken in Key Biscayne, Florida, where a fatal e-bike accident led to a complete ban on these vehicles.
