Summit County Sheriff Raises Alarm Over Surge in Reckless E-Bike Riding by Kids

Summit County, Utah, is witnessing a troubling surge in reckless behavior by young e-bike riders, according to Sgt. Skyler Talbot of the Summit County Sheriff’s Office. The increase in reports of kids speeding and driving e-bikes unsafely has raised serious concerns about public safety and enforcement challenges.

“We’ve kind of come up against, ‘OK, well this is a difficult thing for deputies to enforce,’” Sgt. Talbot explained. “We’re certainly not going to chase kids through parking lots. That’s just going to increase the danger.”

The Sheriff’s Office is focusing on educating both parents and children about the regulations surrounding e-bikes. Their goal is not to discourage outdoor activities or fun, but rather to prevent accidents and injuries.

“Our fear—and a fear shared by much of the community—is that we’re going to see a child seriously injured or tragically killed on an e-bike,” Talbot added.

This concern is echoed by local governments in Utah, especially in light of a recent incident involving three Wasatch High School students who were hospitalized after their e-bike collided with a car. In response, towns like Midway and Oakley are considering new restrictions. Midway is exploring various options, while Oakley is looking at classifying some e-bikes as motor vehicles.

Park City and Summit County have already taken action by implementing 15 mph speed limits on some trails to enhance safety.

Utah’s laws on e-bikes are specific yet limited. They categorize e-bikes into three classes:

  • Class 1: Pedal-assisted with no throttle, reaching up to 20 mph.
  • Class 2: Pedal-assisted with a throttle, also reaching up to 20 mph.
  • Class 3: Pedal-assisted, no throttle, and can reach up to 28 mph. Helmets are mandatory for riders under 21, and riders under 16 cannot operate Class 3 e-bikes without a parent.

Additionally, riders under 8 are prohibited from operating any e-bike in public. The law remains vague on e-bikes that do not fit these classifications. A new regulation effective from May requires out-of-class e-bikes sold in Utah to display a sticker indicating they are not classified as e-bikes, although these vehicles are not officially recognized as motor vehicles.

As local authorities and communities in Utah grapple with these challenges, the emphasis remains on safety and responsible riding to ensure that e-bikes continue to be a positive addition to outdoor recreation without compromising public safety.
