Connecticut DEEP Announces New E-Bike Vouchers

The Department of Energy and Environmental Protection (DEEP) is excited to announce the launch of the second round of its highly successful e-bike voucher program. This initiative aims to help residents save over $1,000 on the purchase of an electric bike.

At a press conference held Monday at Bushnell Park, DEEP Commissioner Katie Dykes, Hartford Mayor Arunan Arulampalam, and other state officials and bike advocates unveiled the new funding. “The response to our e-bike vouchers has been overwhelming,” Dykes noted. “This program reflects our commitment to improving air quality, addressing climate change, and offering more affordable clean transportation options, particularly for Connecticut residents living in areas heavily affected by pollution.”

Mayor Arulampalam emphasized the need for diverse transportation options in Hartford. “About 40% of Hartford’s population lacks reliable access to a car,” he said. “In some neighborhoods, that number exceeds 50%. It’s crucial to provide various transportation alternatives. While biking benefits the environment, it’s also essential for people who lack other transportation options. Cities like Hartford feel the impacts of climate change more acutely than many suburban areas.”

The voucher program will offer two types of vouchers: standard vouchers worth $500 and enhanced “Voucher+” options valued at $750. Residents can combine multiple vouchers to save up to $1,250 when purchasing e-bikes at participating local stores.

Last year, $600,000 in vouchers were distributed to 422 residents. This year, the program’s funding has increased to $750,000, with expectations that over 600 residents will benefit. A key change from last year is the introduction of a lottery system to allocate vouchers, replacing the previous first-come, first-served method. Vouchers will be awarded in three tiers: income-qualified residents, residents of environmental justice communities, and then the general public.

Jay Stange, coordinator for Transport Hartford, highlighted the significance of e-bikes for those who cannot afford a car. “Transportation access is crucial for reaching essential services,” he said. “With car ownership costs rising sharply, e-bikes provide a more affordable alternative.”

Despite the program’s positive impact, some critics argue that vouchers are a “waste of taxpayer dollars,” citing their limited use during Connecticut’s winter months. Christopher Brown, an employee at BiCi Co community bike shop and a proponent of biking, counters this view. “Automobile travel is heavily subsidized through various means, including oil and road infrastructure,” he said. “The cost of these subsidies far exceeds the minor expense of the e-bike voucher program.”

Brown pointed out that e-bikes can start at around $1,000, making the vouchers a substantial saving for many.

The application portal for the voucher program opened at 12 p.m. on Tuesday, September 17, and will close on October 1 at 8 p.m. To qualify, applicants must be 18 or older and possess a valid driver’s license or state ID. Interested individuals should register and receive voucher approval before purchasing an eligible e-bike.
