City of Evanston to Launch Bicycle and E-Bike Giveaway This Thursday
Excitement is building in Evanston as the city prepares to unveil its new Bicycle Access Voucher Pilot program this Thursday. Designed to enhance mobility and support sustainable transportation, the program offers significant financial assistance for residents to purchase bicycles, e-scooters, and related accessories.
Voucher Details
Starting Thursday, September 5, Evanston residents aged 14 and up can apply for vouchers ranging from $750 to $4,000, depending on the type of bicycle or e-scooter they wish to purchase. Standard bikes are eligible for vouchers up to $750, while adaptive bikes and e-scooters can receive up to $4,000. The vouchers can also cover accessories and maintenance costs.
Applications will be accepted through September 23, and eligibility is restricted to those living in households earning at or below 80% of Chicagolandβs area median income, which amounts to $89,700 annually for a four-person household. With a total budget of $75,000 allocated from Northwestern University’s Sustainability Fund, the program is expected to attract more applicants than available funding.
Application Process and Selection
Given the anticipated high demand, a lottery system will be used to ensure a fair selection process. According to Sarah FioRito, the cityβs Transportation and Mobility Coordinator, βWeβre not making decisions [on recipients], weβre letting a computer do that.β This approach aims to ensure equitable distribution of the vouchers.
Selected voucher funds will be issued via e-gift cards redeemable at six participating bike shops, including five in Evanston and one in Chicago:
- Mackβs Bike & Goods, 2948 Central St.
- Wheel & Sprocket, 1027 Davis St.
- Bucephalus Bikes, 1424 Lake St.
- Play it Again Sports, 1908 Dempster St.
- The Pony Shop, 1224 Chicago Ave.
- The Recyclery Collective, 7628 N Paulina St., Rogers Park.

The program has generated significant interest, as evidenced by a July 31 stakeholder engagement meeting and a similar proposal on the ballot in the cityβs participatory budgeting pilot, which garnered over 1,300 votes.
