Barrington, Rhode Island, Approves New E-Bike and E-Scooter Restrictions on Town Property
Last Updated on October 15, 2026 by Kristina
Electric bike and electric scooter riders in Barrington, Rhode Island, have new local regulations to consider following the Town Council’s approval of Ordinance 2026-6.
The ordinance amends Chapter 134 of the town’s Parks and Recreation regulations, specifically Sections 134-14 and 134-15, addressing the operation of certain motorized and electric vehicles on town-owned public property.
The important distinction is that Barrington has not enacted a townwide ban on electric bicycles. The restrictions concern town-owned public property, with provisions allowing the Town Council to designate areas where certain vehicles may operate.
The ordinance appeared on the October 5, 2026 Town Council agenda, and Barrington’s official ordinance archive identifies it as approved.
What Does Barrington’s New E-Bike Ordinance Say?
Ordinance 2026-6 expands the town’s existing rules governing certain vehicles on public property to explicitly address electric bicycles and electric scooters.
The affected provisions cover vehicles such as motorcycles, motor scooters, motorbikes, minibikes, go-karts, electric bicycles, and electric scooters.
Under the amended regulations, operating these vehicles on town-owned public property is generally prohibited unless an applicable exception or designated-use provision allows it.
This is significant because electric bicycles are often used for recreation, transportation, and exercise rather than solely for motorized recreation.
The ordinance also addresses designated routes and access to parking areas. However, riders should not assume that every route or parking-access provision automatically applies to their particular electric bicycle.
Where Do the Restrictions Apply?
The ordinance focuses on public property owned by the Town of Barrington.
Depending on ownership and applicable exceptions, this could include town parks, recreational areas, and other municipal property.
However, the ordinance does not establish that every trail, sidewalk, or bicycle route within Barrington is prohibited to electric bicycles.
For example, a trail managed by another government agency may operate under a different set of regulations.
Similarly, ordinary street riding remains subject to applicable state and local traffic laws rather than a blanket prohibition created by this parks-and-recreation ordinance.
Riders should check property ownership, posted signage, and any town-designated exceptions before assuming a particular location permits or prohibits electric bicycles.
Can Barrington Allow E-Bikes on Certain Paths?
Yes. One important feature of the ordinance is the Town Council’s authority to designate ways where certain motorized and electric vehicles may operate.
That gives Barrington flexibility to establish permitted routes or areas rather than treating every town-owned location identically.
This distinction matters for people who rely on electric bicycles for transportation or who use pedal assistance to enjoy recreational riding.
However, the ordinance itself should not be interpreted as establishing a comprehensive list of approved electric bike paths.
Riders should look for official town guidance identifying where electric bicycle use is permitted.
Why Is Barrington Addressing E-Bike and Scooter Safety?
Electric bicycle and scooter safety has been a subject of discussion in Barrington.
In an August 2026 public safety notice, the Barrington Police Department reminded families about applicable Rhode Island requirements and encouraged safer operation of electric bikes and scooters.
The department also shared injury statistics attributed to Brown Health.
According to the figures cited in that notice, Hasbro’s emergency department recorded 85 visits involving electric bikes and scooters during 2025, compared with 143 during the first seven months of 2026.
Those figures are regional healthcare statistics. They should not be interpreted as representing injuries occurring exclusively in Barrington, nor do they establish how many incidents involved violations of local traffic rules.
Nevertheless, the figures help explain why communities are paying closer attention to electric bike and scooter safety, particularly among younger riders.
What Rhode Island E-Bike Laws Still Apply?
Barrington’s local ordinance operates alongside Rhode Island law.
The Barrington Police Department has reminded residents of state restrictions affecting younger operators of electric motorized bicycles, including guidance concerning riders younger than 16.
Rhode Island also has helmet requirements affecting certain electric bicycle riders and passengers younger than 21.
Because legal requirements can depend on how a vehicle is classified, riders should not assume that every electric scooter, pedal-assist bicycle, or higher-powered electric two-wheeler is governed by identical rules.

Are E-Bikes Banned From Barrington’s Public Roads?
No. Ordinance 2026-6 should not be described as a blanket ban on electric bikes throughout Barrington.
The ordinance addresses designated categories of vehicles on town-owned public property under the town’s Parks and Recreation regulations.
That is different from prohibiting all legal electric bicycles from using public roads.
However, riders still need to follow applicable traffic regulations and any restrictions governing particular paths, parks, or other facilities.
The distinction between public roads and town-owned recreational property is especially important when determining where an electric bicycle can legally operate.
What Should Barrington Riders Do Next?
If you regularly ride an electric bicycle or electric scooter in Barrington, review your usual routes and determine whether they cross town-owned recreational property.
Pay attention to posted restrictions and any areas the Town Council has specifically designated for electric vehicle use.
Parents should also review Rhode Island’s age and helmet requirements before allowing younger riders to operate electric bicycles or scooters.
For the official regulations, consult Barrington’s Ordinance 2026-6 and the town’s ordinance archive.
My Take
I understand why Barrington officials are concerned about electric bike and scooter safety, especially in places where cyclists share space with pedestrians, families, and children.
But I think communities need to distinguish between genuinely dangerous riding behavior and responsible electric bicycle use.
An older adult using pedal assistance on a recreational ride is not necessarily creating the same safety concerns as someone speeding recklessly through a crowded public area.
I would rather see towns consider reasonable speed limits, clearer signage, rider education, and targeted enforcement wherever those approaches can effectively address safety concerns.
One positive aspect of Barrington’s ordinance is that it allows the Town Council to designate areas where electric bikes and scooters may operate.
Hopefully, officials will use that flexibility to preserve practical riding access while addressing legitimate safety problems.
Most importantly, riders need clear information about where they can and cannot ride. Regulations are much easier to follow when permitted routes and restricted areas are clearly identified.
Public safety and responsible electric bicycle access should not have to be competing goals.
