Connecticut Tightens E-Bike Laws After Surge in Teen Cycling Deaths

Connecticut is facing a worrisome trend this year. By July 26, at least six cyclist deaths had been reported—more than triple the five‑year average of 1.8 fatalities for that period

Roadway deaths overall are actually down. As of mid‑year, total traffic fatalities dropped to 131, versus 181 last year. That means cyclists are bucking an encouraging trend—in a serious way.

Many of the cases involve young people on e‑bikes. Officials worry about teens riding faster, heavier bikes with less experience and protection.

New Safety Laws Coming October 1

To address this, Connecticut is introducing new rules effective October 1, 2025:

  • Helmet age raised: Cyclists under 18 must now wear helmets (up from 16). For motorcyclists, the age increases from 18 to 21
  • Stricter e‑bike regulation: High-powered e‑bikes—with motors over certain wattage—will require registration, insurance, or even a driver’s license, depending on power levels

Safe E-Biking Tips for Teens

Always wear a helmet Helmets save lives. Now required under age 18 in Connecticut—and smart at any age.
Know your bike’s class Class 1 & 2 e-bikes are limited to 20 mph. Class 3 can reach 28 mph—best for riders 16+.
Start small Practice in quiet areas first. Learn braking, turning, and traffic rules before riding busy streets.
Don’t ride modified e-bikes Mods can increase speed and instability, raising crash risks.
Be visible and alert Use lights, wear bright gear, follow traffic laws, and avoid distractions like phones.
Talk to an adult first Have a parent or guardian review your bike’s safety and your routes before riding.
