Grayslake, Illinois Cracks Down on E-Bikes and E-Scooters as Chicago Suburbs Tighten Rules

Grayslake, Illinois police are preparing to crack down on unsafe use of e-bikes and e-scooters. The focus is safety and education, not banning riders altogether.

The village board recently directed police to enforce state laws more closely. Leaders say this is about public health and community safety.

What the Rules Say

  • E-scooters: Not allowed under Illinois state law.
  • E-bikes: Legal, but must follow the same rules as bicycles.
  • Bike paths and sidewalks: No motorized vehicles, including e-bikes and e-scooters. This ordinance has been in place for years.
  • Gas-powered dirt bikes: Still banned.

Grayslake is a non-home rule community, which means it must follow Illinois state law. Officials said they may consider new ordinances in the future, but the approach will remain consistent with state regulations.


Why the Crackdown?

Officials stressed the effort is not about stopping e-bikes altogether. It’s about targeting reckless riding and keeping the community safe.

Police say they will focus on education first, reminding riders of the rules and stepping in when behavior is unsafe.


How Other Illinois Suburbs Are Responding

Grayslake isn’t the only suburb tightening the rules. Other Chicago-area towns are also taking action:

  • Elk Grove Village and Lombard have reported large groups of riders causing safety issues. In Lombard, police even warned about “street takeovers” with 30–40 riders on e-bikes, scooters, and dirt bikes.
  • Fox Lake, Illinois passed an ordinance banning most e-bikes and scooters from sidewalks and paths. Slower, small vehicles may be allowed, but street use requires licensing, registration, and insurance.
  • Lake Forest, Illinois adopted a zero-tolerance policy. Juvenile riders can face fines up to $750, and parents must attend hearings if minors break the rules.
  • Northbrook, Illinois is taking an education-first approach. Officials are reminding residents about e-bike classes, legal age restrictions, and the risks of high-powered illegal e-motorcycles.
