New York City Mayor’s Call to Report Dangerous E-Bike Batteries Falls Short

Nearly two years after Mayor Eric Adams and his fire commissioner urged New Yorkers to report hazardous e-bike batteries via the city’s 311 hotline, significant barriers to effective action persist.
The devastating Harlem apartment fire in early 2023 highlighted these shortcomings. Despite repeated warnings to city agencies about the dangers posed by e-bikes stored in the building, no investigation occurred. Records reveal that two 311 alerts were submitted weeks before the fire, citing chained bikes potentially obstructing fire response efforts. However, the complaints were misrouted — one as a minor bike rack request and the other as a blocked sidewalk issue.
While the NYPD and DOT handled these reports, no action was taken to investigate battery charging inside the building. The FDNY was not informed, and within 15 days, a deadly fire broke out, killing journalist Fazil Khan and emphasizing the failure of the reporting system.
Lithium-ion battery fires have surged in New York City, with 936 incidents leading to 507 injuries and 33 deaths since 2019. Mayor Adams had previously assured the public that 311 would channel such reports directly to the FDNY for a mandatory response within 12 hours. Yet, the system remains fundamentally flawed: there is no specific complaint category for unsafe battery charging on the 311 website or app, leaving callers confused and frustrated.
A building fire at 2 St. Nicholas Place exemplifies the issue. Complaints about e-bikes blocking the sidewalk were diverted to the DOT and NYPD rather than the FDNY. On February 23, a fire erupted in the building due to multiple e-bike batteries being charged inside, resulting in thick smoke and Khan’s tragic death.
Despite Adams’ directive, the FDNY does not track response times for battery-related calls, making it impossible to measure compliance with the 12-hour mandate. Meanwhile, legal actions continue, with Khan’s family suing the building’s owner and management for failing to implement battery safety protocols.
Efforts to address the crisis include DOT’s sidewalk charging dock pilot program and plans to expand charging stations across NYCHA properties with federal funding. However, progress has been slow, with full implementation expected only in the coming months.
New York’s e-bike battery crisis underscores the need for clearer, more effective reporting mechanisms to prevent future tragedies. Until these systemic gaps are addressed, residents remain vulnerable to avoidable disasters.
