Washington’s E-Bike Rebate Flooded with 33,000+ Applications — Here’s What Happened

Washington residents have made one thing clear: they’re ready to ride electric.
In just two weeks, over 33,000 people applied for the state’s new e-bike rebate, hoping to land discounts between $300 and $1,200 toward the purchase of a new electric bicycle. The turnout wasn’t just strong — it blew expectations out of the water.
But with only enough funding to cover about 8,500 rebates, most applicants faced a lottery system. Some are celebrating after being randomly selected. Others have landed on a waitlist, clinging to the hope that more spots will open. And many, unfortunately, didn’t make the cut at all.
“I have personally taken calls today from people around the state who have been selected,” shared Adele Peers from the state’s Active Transportation Department. “It’s very exciting!”
Overall, Washington received over 37,000 applications, but around 4,000 were tossed out for duplicate entries and fraud. Of those who qualified, about 61% were income-eligible, qualifying them for the larger $1,200 rebate. For everyone else, a $300 discount was still up for grabs.
This ambitious program comes from a $5 million slice of the state’s Climate Commitment Act funds, tucked into the 2023–25 transportation budget. Before the state handed out a single dollar, researchers at the University of Washington and Portland State University conducted a deep dive into e-bike incentives, wrapping up their findings in March 2024.
Once selected, applicants have 96 hours to submit proof of residency and income to APTIM, the Louisiana-based firm hired to manage the rebate process. If they miss the window, their spot goes to someone waiting in line.
Other states have stumbled with similar programs — like Minnesota, where tech glitches crippled their e-bike application launch. Washington, however, seems to have pulled it off without major hiccups.
Meanwhile, local efforts are adding to the momentum. In Tacoma, a smaller rebate program will help 450 residents living in areas hit hardest by air pollution, backed by funding from the Washington State Department of Ecology.
It’s a timely push, especially as e-bike popularity surges. In hilly cities like Seattle, where traditional biking can be grueling, electric bikes have become a game-changer. So far, prices for e-bikes have stayed relatively steady. But that might change soon.
A fresh 145% tariff on Chinese goods, tied to policies from former President Donald Trump, threatens to spike prices. Since 86% of U.S. bicycles come from China, the impact could ripple across the market fast, according to a 2021 industry report.
On top of that, there was talk of a 10% state tax on e-bike sales in Washington. After loud opposition from bicycle advocates, lawmakers scrapped the idea — for now.
One thing’s certain: Washingtonians are more than ready for an electric-powered future. Let’s hope the infrastructure — and the incentives — keep up.
