Arkansas’ $7 Million E-Bike Voucher Program Has Not Confirmed First Selection Results

ARKANSAS – July 23, 2026: The Arkansas Tri-Region E-Bike Incentive Program scheduled its first computerized random selection for July 21, but program officials had not publicly confirmed the results as of July 23.

The official program pages still describe July 21 as the date when the first random selection “will take place.” They do not say whether the selection occurred as scheduled, how many registrants advanced or whether notification emails have been sent.

Registration remains open, and additional random selection dates are expected to be announced. Residents chosen during a selection must still complete a full application and verify their eligibility before receiving a voucher.

Current status: The first computerized selection was scheduled for July 21, 2026. As of July 23, the public program pages had not confirmed whether it occurred, how many applicants were selected or when results would be announced. Registration remains open for future selection rounds.

What Has the Arkansas Program Confirmed?

The Arkansas Tri-Region E-Bike Incentive Program opened registration on July 6 and scheduled its first computerized random selection for July 21.

The program uses a 2-stage process. Eligible residents first register and complete a brief survey. On predetermined dates, a computerized system selects a set number of registrants who may proceed to the full application stage.

The official program pages had not been updated with a post-selection announcement as of July 23. Because of that, it would be premature to say recipients have already been selected, approved or issued vouchers.

Residents who registered should monitor the email account connected to their application, including spam and junk folders, and check their program portal for updates.

How the E-Bike Voucher Application Process Works

Stage	What happens
Registration	Residents provide basic information, including their name, address, birthdate and contact details. Applicants who appear eligible create an account and complete a brief survey.
Random selection	On predetermined dates, a computerized process selects a set number of completed registrations to move forward.
Full application	Selected residents have 2 weeks to upload documents verifying their age, address and income eligibility when applicable.
Review and approval	The program reviews the final application and sends an approval notification by email. The program FAQ says completed final applications are generally reviewed within 10 business days.
Voucher redemption	An approved voucher must be used at a participating retailer within 60 calendar days after it is issued.

Selection during the computerized process is not the same as final approval. A selected applicant must still submit the required documents and satisfy the program’s eligibility requirements.

How Much Are the Arkansas E-Bike Vouchers Worth?

The program offers 2 voucher levels.

General applicants do not have to provide income documentation. Applicants seeking the income-qualified voucher must submit acceptable proof of household income or current participation in an approved assistance program.

Official Metroplan program materials state that 60% of all incentives are reserved for income-qualified residents. The allocation is intended to improve access for households that may have difficulty covering the upfront cost of an electric bike.

The voucher is applied as a point-of-sale discount. It is not a reimbursement for an e-bike purchased before approval, and it cannot be applied retroactively.

If the qualifying bike costs less than the voucher amount, the recipient does not receive the unused balance. The program also says vouchers cannot be used to cover taxes or shipping.

Who Is Eligible to Register?

Applicants must be at least 18 and permanently reside at a physical address in one of the metropolitan counties covered by the program.

Eligible Arkansas counties include:

• Benton
• Crawford
• Faulkner
• Franklin
• Grant
• Lonoke
• Madison
• Perry
• Pulaski
• Saline
• Sebastian
• Washington

Residents of Le Flore and Sequoyah counties in Oklahoma are also eligible because those counties are included in the Fort Smith metropolitan area covered by the federal grant.

This is a regional incentive rather than a statewide voucher available to every Arkansas resident. Living elsewhere in Arkansas does not qualify someone unless their permanent address falls within one of the listed counties.

What Documents Will Selected Applicants Need?

Selected applicants must provide a government-issued identification document showing their date of birth. Accepted identification includes an Arkansas or Oklahoma state identification card, a driver’s license or a passport.

Applicants must also provide proof of a physical address within an eligible county. Accepted documents may include:

• A current homeowner’s, renter’s or motor-vehicle insurance policy
• A mortgage, lease or rental contract
• A current motor-vehicle registration
• Qualifying military orders
• A computer-generated bill dated within the previous 3 months
• A bank statement dated within the previous 3 months
• Qualifying government or court mail
• A recent USPS change-of-address form

The program offers an alternative for some unhoused applicants. A dated letter on the letterhead of a government agency or nonprofit organization providing services to the applicant may be accepted when standard address documentation is unavailable.

Income-qualified applicants may submit a qualifying federal tax document or proof of current enrollment in an approved assistance program. Listed programs include SNAP, Medicaid, Supplemental Security Income, Arkansas Transitional Employment Assistance, the Arkansas Low-Income Home Energy Assistance Program and the Arkansas Weatherization Assistance Program.

Applicants should redact Social Security numbers before uploading tax documents.

Which E-Bikes Qualify for the Voucher?

The voucher cannot be applied to every product advertised as an electric bike. A bike must appear on the program’s eligible list of brands and models and be purchased from an approved participating retailer.

A qualifying e-bike must:

• Be purchased new and fully assembled
• Be intended for the applicant’s personal use rather than resale
• Have 2 or 3 wheels and fully operable pedals
• Qualify as a Class 1, Class 2 or Class 3 e-bike
• Use an electric motor rated at 750W or less
• Have its battery and motor installed as part of the manufactured bike
• Have an e-bike or battery that meets UL 2849 and/or UL 2271 certification requirements
• Include at least a 1-year manufacturer warranty covering the bike, motor and electrical components

Aftermarket conversion kits are not eligible. Full-suspension electric mountain bikes are also excluded.

The program does not state a minimum purchase amount or maximum e-bike price. However, the buyer is responsible for any amount above the approved voucher, along with taxes, shipping and other costs the voucher does not cover.

Before choosing a model, applicants should understand the differences among Class 1, Class 2 and Class 3 e-bikes. All 3 classes may qualify for the purchase incentive, but Arkansas law and individual trail managers may treat them differently.

What Selected Applicants Should Do

Anyone who registered before the July 21 selection date should monitor the email address connected to the application and sign in to the program portal for updates.

A selected resident should receive instructions for completing the full application. The applicant then has 2 weeks to provide the required verification documents.

Applicants should not buy an e-bike in anticipation of receiving a voucher. The incentive is not retroactive, and the purchase must be completed through an approved participating retailer after the voucher has been issued.

Once issued, the voucher expires after 60 calendar days. Extensions are not provided, according to the program FAQ.

What if You Were Not Selected?

Registration remains open, and the program says additional computerized selections will be announced.

However, the public materials do not clearly explain whether every unsuccessful registration automatically remains active for all later selection rounds. Applicants who do not receive a selection notice should check their portal account or contact the program administrator to confirm whether they need to take any additional action.

Where the $7 Million Program Comes From

The Arkansas Tri-Region E-Bike Incentive Program is managed through a partnership involving the Northwest Arkansas Regional Planning Commission, Metroplan and the City of Fort Smith, with administrative support from APTIM.

The $7 million initiative is funded through a U.S. Environmental Protection Agency Climate Pollution Reduction Grant. Program materials state that it is intended to distribute at least 5,844 vouchers across the Fayetteville-Springdale-Rogers, Fort Smith and Little Rock-North Little Rock-Conway metropolitan areas.

Program organizers describe the vouchers as an investment in affordable transportation, expanded access to jobs and services, regional mobility and pollution reduction.

My Take

The point-of-sale structure is one of this program’s strongest features. Residents do not have to pay the entire cost upfront and then wait for a reimbursement, which can make the incentive more useful for households with limited savings or credit.

Reserving 60% of the incentives for income-qualified applicants also makes sense. Without that protection, a randomized program could direct a large share of the funding to residents who were already able to purchase an e-bike without assistance.

The biggest limitation is geographic. Although it is often described as an Arkansas e-bike voucher program, eligibility is restricted to specific metropolitan counties and includes 2 Oklahoma counties connected to the Fort Smith region.

The lack of a public update after the first scheduled selection date may also create confusion for applicants. A simple status announcement confirming whether the drawing occurred, how applicants will be notified and whether unsuccessful registrations carry forward would make the process easier to understand.

Anyone who receives a voucher should still choose carefully. Bike fit, total weight, battery certification, replacement parts, warranty support and access to local service will matter long after the discount has been used.
