Newport Beach, California Bans E-Bikes, Scooters, and Bikes on the Sand

The Newport Beach City Council in California has approved a ban on e-bikes, scooters, and other vehicles from the sand at the city’s beaches.

The City Council gave final approval on May 13, voting unanimously as part of their consent calendar. The new ordinance also includes surrey cycles. Police and emergency vehicles are exempt.

This decision comes in response to the rising number of e-bikes and community concerns. According to Newport Beach Police, e-bike stops more than doubled—from 139 in 2023 to 292 in 2024.

Officers have also noticed more people riding e-bikes directly on the sand. Some riders have entered sand dunes marked as protected habitat. These sensitive areas are home to endangered birds, rare lizards, and butterflies.

Sgt. Kelley Maslin of the Peninsula Enforcement Team warned about the risks. She explained that fast-moving e-bikes, combined with crowded summer beaches and low visibility, create serious hazards for beachgoers.

The ordinance sets strict penalties. A first offense carries a fine of up to $100. A second offense can cost $200. Repeat violations may result in a $500 fine.

The law also gives the city authority to impound abandoned bikes or scooters. Any vehicle left fastened to city property or abandoned in public areas—like beaches, boardwalks, or parks—will be collected. If not claimed within 90 days, it may be sold.

Not everything is off-limits. Bikes and e-bikes are still allowed on the paved boardwalk between 36th Street and E Street. However, motorized scooters are not permitted, and the speed limit remains 8 mph.

Some locals support the changes. At the council meeting, resident Adam Leverenz shared his observations.

“I mentioned seeing adolescents doing wheelies past the 8 mph sign,” he said. “Lately, I’ve seen them being stopped by officers. So there’s been improvement.”
