New Chicago-Area Law: E-Bike Riders Must Be 16+

Starting July 1, Elk Grove Village in Illinois will have new rules for e-bikes and electric scooters. The village board just passed a law that says riders must be at least 16 years old and have a valid driver’s license — if they want to ride on the road.

The rule doesn’t apply everywhere. Riders can still use e-bikes and scooters on private property, even without a license. Scooters are also allowed on sidewalks without a license. But e-bikes? They’re banned from sidewalks all across Illinois.
Mayor Craig Johnson says the law is all about safety. “Here in Elk Grove Village, children’s safety comes first,” he said. “That’s what this is going to address.”
There’s more in the new ordinance:
- No riding on roads where the speed limit is over 35 mph.
- All e-bikes and scooters must have front lights and rear reflectors.
- Scooters must have working brakes.
Break the rules, and you’ll pay for it:
- First offense: $50 fine
- Second: $100
- Third and beyond: $200 each
Mayor Johnson said he often sees kids riding without paying attention. “Someone is going to get killed,” he said. “We’re not going to allow that to happen.”
