Santa Barbara Implements New Safety Rules for Bikes, E-Bikes, and Scooters

Starting April 4, new rules for cyclists, e-bike riders, and scooter users will take effect across Santa Barbara, California in an effort to improve safety on the streets. These rules aim to address concerns from local shopkeepers and residents about the rise in accidents caused by speeding bikes and e-bikes, especially among young adults.
Arnold Buckner, a shopkeeper at Antique Alley, has witnessed firsthand the impact of this increase in bike traffic, particularly the speed of e-bikes. “Some of it’s way, way too fast. Way too fast. It’s not okay to be going that fast with pedestrians walking on the street,” Buckner shares.
Similarly, Alyssa Holguin, who runs a store nearby, hopes the new regulations will make the area safer. “I love the bikes and I want them to stay, but maybe just, like, slow down,” Holguin says.
New Ordinance: What’s Changing?
Santa Barbara Police Commander Chris Payne explains that the new ordinance will apply citywide. Key provisions include:
- Cyclists and scooter riders must use bike lanes wherever possible.
- Riders are required to park in designated areas.
- Riders must travel single file and yield to pedestrians.
- Helmets are required, and riders must obey all traffic rules, including stopping at stop signs.
Commander Payne emphasizes the importance of safe, common-sense riding: “It’s about following rules of the road, riding safely, and protecting pedestrians.”
Fines for Violations
The new rules also bring penalties for violations, with fines ranging from $100 to $500, depending on the severity of the offense. For a first-time violation, the fine is $100, which increases to $200 for a second offense and $500 for further violations within the same year.
However, enforcement won’t begin immediately. “We want to make sure that people understand that the rules have changed before we start that enforcement,” Commander Payne adds.
The ordinance also gives officers discretion to issue tickets as they see fit. Violations by minors will require participation in the Youth Diversion Program.

The new regulations are aimed at reducing accidents and improving pedestrian safety, while still allowing bikes, e-bikes, and scooters to be a convenient and eco-friendly mode of transportation in the city. Riders are encouraged to be mindful of their speed and always respect other road users.
