Rising E-Bike Concerns in NYC
According to the city Department of Transportation, e-bikes were responsible for 75% of bicycle-related deaths in 2023 and caused more than 7,200 injuries, including nearly 500 pedestrian injuries. These concerning statistics have prompted Cuomo to call for stricter laws to protect both pedestrians and riders.
Key Components of Cuomo’s E-Bike Safety Plan
- E-Bike Registration with City Plates:
- Cuomo’s plan mandates that all e-bikes and e-scooters must be registered with the NYC Department of Transportation (DOT).
- Each registered vehicle will receive a city identification plate to improve enforcement and accountability.
- Revising Payment Regulations for Delivery Workers:
- Currently, delivery workers are paid only for the time spent actively completing deliveries, encouraging them to take risks to complete trips faster.
- Cuomo’s plan calls for the Department of Consumer and Worker Protection (DCWP) to revise these payment regulations, reducing the financial pressure that incentivizes reckless riding.
- Holding Delivery Apps Accountable:
- Under Cuomo’s proposal, food delivery apps would be held liable for damages caused by their drivers during deliveries.
- Delivery platforms would also be required to track registration numbers when assigning orders to ensure accountability.
Inspiration from Previous Legislation
Cuomo’s plan aligns with a bill introduced last year by Queens Councilman Robert Holden that sought to introduce license plates and registration for electric bikes and scooters. This bill followed a troubling five-year period in which 47 people were killed in e-bike crashes.
