St. Johns County, FL Proposes Stricter E-Bike Rules: What Riders Need to Know

E-bike riders in St. Johns County, Florida may soon have to follow new, stricter safety laws. A revised version of a proposed ordinance has just been released—and it tightens the rules across the board.

10 MPH Speed Limit—Everywhere

The original draft limited e-bike speeds to 10 mph on beaches. The new version goes further. If passed, riders will need to stay under 10 mph not just on the sand, but also on all county roads and sidewalks.

Age Restrictions and Helmet Requirements

Big changes could also be coming for younger riders. Children under 14 would be banned from riding e-bikes completely. Riders under 18 would be required to wear helmets—no exceptions.

New Rules for Where You Can Ride

The proposal also targets where e-bikes can go. If there’s no bike lane, riders must stick to the far right side of the road—but only if the speed limit is 30 mph or less. That means e-bikes could be off-limits on many busy roads in the area.

Why the Crackdown?

Recent crashes involving middle school students have raised alarms. Just days apart, two students were injured near Julington Creek. On the day the updated proposal was made public, there were two more crashes—one in Ponte Vedra, another in Fruit Cove.

Residents, like parent Patrick Zummo, say the changes are overdue. “There’s stop signs that the kids don’t stop on,” he said, “but the golf carts and cars do. The e-bikes don’t.”

County officials say the goal is to protect public safety, especially as high-speed e-bike use on sidewalks becomes more common. “Someone flying down a sidewalk at 20 or 30 mph—that’s a real risk,” one official noted.


What’s Next?

As of now, there are no defined penalties for breaking the proposed rules. That part will be decided later by the Board of County Commissioners.

They’re scheduled to review the proposal in a public meeting next Tuesday at 9:00 AM. Changes could still be made, and a final vote hasn’t been scheduled yet.
