California E-Bike Injuries Rose Sharply, UC San Diego Study Finds

Researchers analyzed collision records from the California Highway Patrol’s Statewide Integrated Traffic Records System, commonly known as SWITRS. The study covered reported e-bike and conventional bicycle collisions from 2018 through 2024.
The researchers identified 4,035 e-bike collisions and 58,332 conventional bicycle collisions during the seven-year study period.

Neither source explains the 60-case difference. Electric Bike Explorer is using 1,566 when describing the published study’s result, while clearly disclosing that the university release gives a different figure.
The discrepancy does not change the broader finding that the dataset contained more than 1,500 identified e-bike incidents during 2024, but readers should know that the two official sources do not agree on the exact total.
Younger Riders Made Up a Larger Share of the E-Bike Group
Riders age 14 and younger accounted for 15.6% of the injured e-bike group, compared with 10.2% of the injured conventional bicycle group.
This does not mean the study calculated the injury risk for every child who rides an e-bike. It means younger riders represented a larger proportion of the e-bike cases contained in the collision dataset.
Study author John Austin, MD, said families should understand the additional speed involved with e-bikes, make sure riders wear properly fitted helmets and provide appropriate supervision and training.
An e-bike can provide useful transportation and recreation, but motor assistance also lets an inexperienced rider accelerate and maintain speed with less physical effort. Riders still need the judgment and handling skills required to brake, turn, scan for traffic and respond to unexpected hazards.
Injury Severity Was Higher Among Recorded E-Bike Cases
Moderate-to-severe injuries were documented in 15.8% of the e-bike cases, compared with 11.9% of the conventional bicycle cases.
The study found an association between e-bike involvement and greater injury severity within the reported collision records. It did not prove that the motor caused those injuries or identify one explanation for the difference.
Factors such as vehicle speed, bike weight, rider age, helmet use, road conditions, traffic exposure and the circumstances of individual collisions may all matter. The study was not designed to isolate every possible factor.
Overall mortality was similar when the entire 2018-2024 study period was considered. However, the researchers reported a statistically significant divergence in 2024, with higher mortality in the e-bike group than in the conventional bicycle group.

E-bike collision reports more often listed violations related to unsafe speed and improper turns. This information came from law-enforcement collision reports, including the investigating officer’s coding and assessment.
The finding should not be interpreted as proof that every e-bike rider involved in a collision was at fault. It shows that those violation categories appeared more frequently in the identified e-bike records than in the conventional bicycle comparison group.
Important Limits of the Study
The increase in reported incidents is substantial, but the numbers need context.
SWITRS processes reported fatal and injury collisions occurring on California highways and other roadways. California Highway Patrol documentation says the system excludes private property.
The dataset therefore does not represent every e-bike injury in California. It may exclude unreported incidents, private-property crashes and injuries that did not enter the law-enforcement reporting system.
Researchers identified e-bike cases through collision-report coding and vehicle brand information. That method creates the possibility of missing or misclassified vehicles, especially as officers and agencies adapted to newer electric vehicle types.
The study also did not report separate injury comparisons for Class 1, Class 2 and Class 3 e-bikes. It could not clearly establish that every coded vehicle met California’s legal e-bike definition rather than being a modified or higher-powered electric vehicle.
The analysis did not include estimates of e-bike trips, miles traveled or hours ridden. It therefore demonstrates a large increase in reported incidents but cannot determine whether the risk per trip or per mile increased at the same rate.
Ridership and e-bike ownership also increased during the study period. Without a reliable measure of exposure, the research cannot determine how much of the increase resulted from more people riding and how much resulted from a change in the risk faced by each rider.
The study was retrospective and relied on existing collision records. It found associations but cannot prove that e-bike use caused the differences in injury severity, mortality or reported violations.
What Researchers Want to Examine Next
UC San Diego said future research will seek to link traffic collision information with hospital and trauma records. That could provide more detail about the types of injuries riders sustain and which prevention strategies are most effective.
Additional research could also help separate legal e-bike classes from higher-powered electric vehicles, calculate injuries relative to trips or miles ridden and identify whether the most serious incidents occur in traffic, on paths, at intersections or in other settings.
What Riders and Parents Can Do Now
The findings do not mean riders should give up the transportation, exercise and recreational benefits of e-bikes. They do support treating the bikes’ speed, weight and handling requirements seriously.
- Confirm the bike’s legal class, motor-assistance limit and control type before allowing a child or inexperienced rider to use it.
- Be cautious with products marketed as e-bikes that exceed normal e-bike power or assisted-speed classifications.

- Practice starting, braking, turning, signaling and scanning for traffic in a low-risk area before riding around vehicles or pedestrians.
- Avoid carrying passengers unless the bike is specifically designed and equipped for them.
- Do not bypass assisted-speed restrictions or modify the bike beyond its legal classification.
- Review the e-bike rules of the road and check local sidewalk, trail and bike-path restrictions.

I think this study supports a serious safety response, but it should not be used to claim that every e-bike is inherently unsafe or that broad bans are the only solution.
The most useful response is better vehicle classification, more consistent collision reporting, age-appropriate training and safer places to ride. Parents also need clear information about the difference between a legal e-bike and a higher-powered electric motorcycle that may be marketed with similar language.
I would like future research to calculate injuries per trip or mile, distinguish among legal e-bike classes and identify where the most serious collisions occur. Those details would help communities address specific risks without unnecessarily restricting responsible riders who rely on e-bikes for transportation and mobility.
