Palm Coast in Florida is considering stricter rules for e-bikes. A draft ordinance has been introduced by the city attorney, with backing from Sheriff Rick Staly. The proposal would go further than state law, aiming to improve public safety

Violations could lead to a $100 fine. For off-road style e-cycles, the city may even confiscate the vehicle.
Why It Matters
State law currently treats e-bikes like bicycles, but e-bikes can go faster—often 20 to 28 mph. City officials worry about sidewalk safety, especially with teens and pedestrians in the mix.
Council members debated the age minimum. Originally set at 15, it was lowered to 13 after pushback. Some felt it should be up to parents to decide, while others emphasized the safety risks.
The E-Bike vs. E-Cycle Debate
The ordinance distinguishes between e-bikes and “electric-powered cycles,” such as dirt bikes. But the definition is blurry. Officers may face tough calls, which could lead to legal challenges.

The proposal is still in draft form. The city attorney expects a “learning curve” for enforcement. State lawmakers may also take up e-bike rules. Palm Coast hopes its local ordinance could be “grandfathered in” if broader laws pass.
