Johnson County, Kansas Cracks Down on Kids Riding E-Bikes
More kids in Johnson County are riding e-bikes and scooters. And that’s causing concern.
Some cities, like Prairie Village, say complaints are way up. In fact, the police there have gotten almost five times more calls about e-bikes and scooters this year compared to 2024. Most of the calls are about unsafe riding—kids speeding, ignoring traffic rules, or using sidewalks recklessly.
Captain Josh Putthoff from Prairie Village Police says officers get calls almost every day now. “It’s not about ruining fun,” he says. “We just want everyone to stay safe.”
New Rules for E-Bikes and E-Scooters
Because of the rising complaints, Prairie Village passed new rules in July. Here’s what riders need to know:
- Yield to pedestrians
- Give an audible signal (like a bell or “on your left!”) when passing
- No distracted riding (don’t use your phone while riding)
- No reckless riding
If someone breaks the rules, officers will first try to educate. They’ll explain the issue and make sure the rider understands. If the rider is under 18, police will contact their parents. But repeat offenses can lead to a citation.
There are also age and helmet rules:
- Riders under 18 must wear helmets
- E-bikes must follow manufacturer guidelines for riders and speed
- Class 3 e-bikes (which go over 20 mph) must be used on roads by riders 16+
Putthoff says many parents don’t realize what kind of bike they’re buying. Some e-bikes are more like motorcycles. One student was recently stopped on a bike that could go over 50 mph—completely electric, but still way too fast for sidewalks.
Other Cities Are Taking Action Too
Prairie Village isn’t alone. Neighboring cities like Leawood, Lenexa, Shawnee, Olathe, and Overland Park are either updating rules or enforcing existing ones more strictly.
Leawood
Leawood set their rules in 2023. They focus on education too. Police work with schools to teach kids how to ride safely. They even host bike safety events in spring and summer.
Lenexa
In Lenexa, e-bikes must follow the same rules as regular bikes:
- Lights required at night
- Max speed: 20 mph
- Motor limit: 750 watts
- E-bikes can only assist while pedaling
- Scooters banned in parks and limited to 15 mph
Olathe
Olathe bans modifying e-bikes to go faster. Scooters can’t exceed 17 mph.
Overland Park
Overland Park is still working on new rules. City leaders are discussing what’s best for both riders and pedestrians. No new laws have passed yet, but conversations are ongoing.
Why It Matters
E-bikes are more popular than ever. They’re cheaper and easier to buy. Kids love them, and they’re a fun way to get around. But with more use comes more responsibility.
Cities aren’t trying to ban them. They just want to make sure riders—especially young ones—stay safe, informed, and respectful of others on the road.
