Marin County Could Be the First in California to Ban Kids Under 16 from Riding Class 2 E-Bikes

New regulations are on the horizon for e-bike riders in Marin County, particularly young riders. If approved, Marin could become the first county in California to prohibit individuals under 16 from riding Class 2 e-bikes, which can reach speeds of up to 20 mph.
Why Marin County is Taking Action
E-bikes are becoming increasingly common on Marin County roads, with more teenagers using them for transportation. Local high schools even have designated parking areas for these bikes. However, the rise in e-bike usage has also led to safety concerns.
Police officers report frequent issues with young riders disregarding traffic laws, including running stop signs and reckless riding. According to Talia Smith, Marin County’s Director of Legislative and Governmental Affairs, these behaviors have contributed to an increase in traffic incidents involving e-bikes.
The Safety Concerns Behind the Proposed Ban
One of the driving forces behind the proposed ordinance is Dr. John Maa, a trauma surgeon at Marin General Hospital. Maa has witnessed firsthand the devastating consequences of e-bike accidents, citing that one in eight patients brought into the ER did not survive.
His research indicates that the risk of fatality from e-bike accidents is 37 times higher than from traditional pedal bikes. With such alarming statistics, county officials are prioritizing safety by considering stricter regulations.
What the New E-Bike Rules Would Enforce
If approved, the ordinance would:
- Prohibit anyone under 16 from riding Class 2 e-bikes
- Require all eligible riders to wear a helmet
- Impose a $25 fine for underage riders or those not wearing helmets
- Require violators to complete an e-bike safety course
Mixed Reactions from the Community
While the ordinance aims to prevent injuries and save lives, not everyone is opposed to young riders using e-bikes. Terrell Kullaway from the Marin County Bicycle Coalition, an e-bike owner herself, acknowledges that while e-bikes offer a climate-friendly and convenient mode of transportation, their safety for young riders needs to be thoroughly examined.
“A lot of parents are buying e-bikes for their kids, thinking they are a great alternative to driving them to soccer practice,” Kullaway said. “But we need to take a closer look at the research and ensure these bikes are safe for young users.”
When Will the New Rules Take Effect?
If the Marin County Board of Supervisors approves the ordinance, it will go into effect in July. Local law enforcement will oversee enforcement, ensuring that underage riders comply with the new restrictions.
