Scottsdale, AZ Bans Kids Under 16 From Riding E-Bikes and E-Motorcycles on City Property

E-bikes are popping up everywhere—in parks, on sidewalks, and zipping down neighborhood streets. But in Scottsdale, Arizona, a new ordinance is drawing the line: no riders under 16 on certain electric machines.

If you’re under 16, you’re officially banned from riding Class 3 e-bikes or e-motorcycles on city-owned property. These are the faster ones—think speeds over 21 mph. And yes, electric motorcycles now need to be titled and registered, too.

Parents like Fortune Worrell are on board.

“I have a 13-year-old. There’s no way I would trust you on that,” she said.

Visitors are cautious too. Lindsay McGuire, vacationing from Minnesota, said her daughters asked to try one of the many e-bike or scooter rentals.

“I said no. That’s not something we’re going to do,” she said.

Why the concern? It’s not just about speed or breaking the law—it’s about injuries, and serious ones.
Dr. Anthony Pickett from Phoenix Children’s Hospital says trauma cases involving e-bikes are on the rise.

“We’re seeing everything from broken bones to severe head injuries,” he explained.
“It’s not just traffic crashes. Kids hit unmarked construction zones, potholes, even dogs.”

Some injuries even include chest and internal organ damage. All this has doctors urging parents to think carefully before handing over the keys—or handlebars.

“Protective gear is essential,” Dr. Pickett said.
“It’s not enough to say wear a helmet. Make sure they actually do.”

Scottsdale’s police department isn’t just enforcing the law—they’re also educating. Outreach campaigns are coming to local schools, parents, and retail shops.

Break the rules? Expect a fine. Tickets start at $100.

“This ordinance is meant to keep riders safe,” said Officer Aaron Bolin.
“It also helps parents understand what’s appropriate based on age and traffic law.”

As e-bikes become more popular, expect more cities to look closely at how—and who—is riding them.
