UK Police Officer Faces Misconduct Hearing After Cardiff E-Bike Deaths

A UK police officer who was driving a van near two teenagers who died in a Cardiff, UK, e-bike crash has a case to answer for gross misconduct, investigators have ruled.

The boys, Kyrees Sullivan (16) and Harvey Evans (15), died when their e-bike crashed on Snowden Road in the Ely area of Cardiff in May 2023.

Findings From the Watchdog

The Independent Office for Police Conduct (IOPC) said the officer must face a misconduct hearing. Concerns include:

  • The accuracy of his account to colleagues.
  • Possible inconsistencies and conflicts in evidence.
  • His driving and the language he used at the scene.

Investigators noted there was no contact between the van and the boys. At the moment of the crash, the van was half a mile away on another road. Still, the IOPC believes his driving may have gone beyond his level of training and authority.


Police and CPS Response

South Wales Police said it fully cooperated with the investigation. The force added that the misconduct hearing should help provide long-awaited answers.

The Crown Prosecution Service (CPS) had already decided not to pursue criminal charges, citing lack of evidence. But the families of Kyrees and Harvey have requested a review under the Victims’ Right to Review scheme.


Community Impact

Earlier CCTV footage showed a police van following the boys before the crash, though it was not present at the moment of impact.

The tragedy sparked riots in Ely. Thirty-one police officers were injured. Cars were set on fire. Property was damaged. More than 40 people were later charged.


Statements From Officials

David Ford, IOPC director, offered condolences to the families. He said the watchdog examined police interactions before the crash, and the accounts given afterward. Based on the evidence, they concluded a disciplinary hearing was necessary.

Ford also confirmed a second investigation—into family complaints against South Wales Police—is close to completion.

Assistant Chief Constable Simon Belcher said the force referred the case to the IOPC immediately for independent review. He added that officers provided CCTV and body-worn video evidence.

A spokesperson for Police and Crime Commissioner Emma Wools said the IOPC report would be carefully reviewed. They noted the deep community concern and stressed that lessons must be learned.
