Bay Village, Ohio Considers Tougher E-Bike Rules as Complaints Surge
Bay Village, Ohio, leaders are taking a closer look at e-bikes. Complaints from residents have been piling up, and city officials say it’s time to update the rules.
The main concern? Safety. Many people have reported close calls between pedestrians and fast-moving e-bikes on sidewalks. Police Chief Robert Gillespie said the number of crashes is still low, but the number of complaints is very high.
At a recent committee meeting, several residents spoke out. Some said riders were reckless. Others complained about kids flying down sidewalks without warning. A few even mentioned that e-bikes are being modified to go faster than they should.
Local bike shop owner Mike Musil agreed that reckless riding is a problem. He said parents and kids need better education about safety. He also pointed out that many buyers who purchase e-bikes online don’t get the same safety information as those who buy from shops.
The city’s Environment, Safety, and Community Services Committee has asked Law Director Mark Barbour to draft new legislation. He said he would start with Ohio’s existing e-bike laws and then adjust the wording for Bay Village.
What Ohio Law Already Says
Ohio law divides e-bikes into three classes:
- Class 1 and Class 2: Can go up to 20 mph. They may be used on sidewalks only if the motor is turned off.
- Class 3: Can go up to 28 mph. These bikes are never allowed on sidewalks, and riders must be at least 16 years old. Helmets are also required by law for this class.
State law also prohibits riding e-bikes with the motor engaged on sidewalks. Violating this rule is a minor misdemeanor—meaning a ticket and fine. Repeat offenses can lead to tougher penalties.
In addition, all e-bikes must have pedals, motors no larger than 750 watts, and a factory label showing the class.
Bay Village’s Local Rules
Bay Village’s code already mirrors state law but adds some extra requirements. Riders must:
- Use lights and reflectors at night.
- Signal audibly when passing others.
- Ride with at least one hand on the handlebars at all times.
- Ride single-file when traffic is heavy.
Still, many residents say these rules are being ignored. People report seeing e-bikes racing down sidewalks at 25–30 mph with the motors on.

Some residents suggested requiring license plates for e-bikes, but Barbour noted that no other Ohio cities do this, and it may not even be legal. Chief Gillespie added that tiny license plates would be difficult for witnesses to read on fast-moving bikes.
Not everyone wants stricter laws. One resident urged the city not to go too far, saying kids are just learning a new technology. Others believe education is the key. Committee Chair Sara Byrnes Maier said she agrees that teaching kids and parents about safety is the best solution.
“The goal isn’t to arrest kids,” Barbour added. “It’s to make riding safe.”
What Parents and Riders Should Know
If you ride or have kids who ride e-bikes in Ohio:
- Know your bike’s class and follow the rules for where it can go.
- Make sure helmets are worn—especially for Class 3 bikes.
- Avoid modifying e-bikes to exceed speed limits. It’s unsafe and illegal.
- Remember: riding with motors engaged on sidewalks is not allowed anywhere in Ohio.

The Bay Village committee expects to revisit the issue in September. After that, a draft ordinance will go to City Council for debate.
Until then, residents can expect the city to keep emphasizing education, safety, and responsible riding.
