E-Bike Crackdown: New Restrictions Coming to Murrieta & Temecula’s Unincorporated Areas in California

? Where E-Bikes May Soon Be Banned
Once passed, the ordinance would block e-bikes from using:
- Sidewalks
- Pedestrian walkways
- Nature and equestrian trails
- Pedestrian overpasses and underpasses
The rule would apply across all unincorporated areas of Riverside County. But here’s the kicker: it won’t be enforceable unless signs are posted clearly marking those areas as restricted. No sign, no citation.
There are a few exceptions, too. If there’s no designated bike lane on the road, riders can still use the sidewalk — as long as they follow traffic laws and give pedestrians the right of way.
Why the Sudden Push for Limits?
The ordinance came about after Supervisor Chuck Washington raised concerns about near-misses and risky behavior he’s seen firsthand.
“I’ve personally witnessed unsafe behavior by riders and those around them,” he said before the vote. “While e-bikes offer a lot of benefits, they also come with responsibility.”
He’s not alone in noticing the issue. Supervisors Manuel Perez and Karen Spiegel also pointed out the growing number of e-bikes flying up and down local roads — especially around Highway 74 and recreational spots like Temecula Valley Wine Country.
That’s where the concern really started: on scenic trails where hikers, horseback riders, and now e-bikers all cross paths. Things can get chaotic — and dangerous — fast.

According to the ordinance, an electric bike is a pedal-powered two-wheeler with a battery-powered motor that assists the rider, usually kicking in around 20 mph. Basically, it’s a hybrid between a bicycle and a scooter, powered by a lithium-ion battery.

What Happens If You Break the Rules?
If you’re caught riding in a restricted area, you could face a fine — starting at $100 and climbing to $500 for repeat offenses within a year.
That puts e-bike riders in the same category as mopeds and other motorized vehicles that already face restrictions on where they’re allowed to operate.
