📰 How This Story Was Verified

This report is based on available official documents, agency statements, meeting records, court filings, or other primary sources, with reliable reporting used for additional context. I clearly distinguish proposals from rules that have been finally approved or taken effect.

For this story, I reviewed current Colorado Energy Office program information, the state’s August 6 announcement, Colorado Public Radio coverage, The Colorado Sun and current information about Colorado’s separate e-bike tax-credit discount.

Current Status: Registration Opens August 24

Colorado has officially announced the return of its statewide E-Bike Rebate Program.

The first registration window has not opened yet as of August 21. It begins Monday, August 24 at 11 a.m. MT and remains open until August 31 at noon MT.

This is important: rebates are not awarded on a first-come, first-served basis.

Residents can register at any point during the one-week window. After registration closes, the Colorado Energy Office will randomly select people to move forward in the rebate process.

That means there is no stated advantage to submitting your registration at exactly 11 a.m. instead of later during the open period, as long as you register before the deadline.

Registering also does not guarantee that you will receive a rebate. It gives you a chance to be randomly selected for the next step.

How Much Is the Colorado E-Bike Rebate?

The basic statewide rebate is substantial:

PurchaseRebate
Qualifying standard e-bike$1,000
Qualifying e-cargo bike$1,000 + $300
Qualifying adaptive e-bike$1,000 + $300

That means an eligible cargo or adaptive e-bike purchase may qualify for up to $1,300 through the rebate program.

The rebate is applied at the point of sale through a participating retailer rather than being a reimbursement that requires the buyer to wait for a check after purchasing the bike.

Who Qualifies for the $1,000 Rebate?

The program is aimed at income-qualified Colorado residents.

The Colorado Energy Office says rebates are available to people who live in Colorado and have household income at or below 80% of the Area Median Income for the county where they live.

Applicants must also be at least 18 years old.

Because Area Median Income varies by county and household size, there is not one statewide dollar limit that applies to everyone.

Residents may also be able to demonstrate income eligibility through participation in qualifying assistance programs. Current program information includes programs such as:

  • Medicaid
  • SNAP
  • WIC
  • Supplemental Security Income
  • Social Security Disability Insurance
  • LEAP
  • Section 8
  • RTD LiVE
  • Weatherization Assistance Program
  • Colorado Affordable Residential Energy Program

Applicants should check the current Colorado Energy Office eligibility page for the exact documentation accepted when they apply.

There is also an important limit: the statewide e-bike rebate is generally available only once per Colorado resident over the lifetime of the program.

How to Apply for the Colorado E-Bike Rebate

The initial registration is simpler than a full rebate application.

During the August 24-31 registration window, residents first submit basic information such as their name and contact information.

The process then works roughly like this:

  1. Register during the open window between August 24 at 11 a.m. MT and August 31 at noon MT.
  2. Wait until the Colorado Energy Office completes its random selection.
  3. Selected registrants will be notified by email.
  4. If selected, submit proof of income eligibility and Colorado address within the required verification period.
  5. Once approved, use the rebate toward an eligible e-bike at a participating Colorado retailer.

Current reporting says approved recipients will generally have 60 days to redeem their rebate.

I would make sure the email address used for registration is one you check regularly. Missing a required follow-up or verification deadline could mean losing the opportunity to complete the rebate process.

You Do Not Have to Be First in Line

This may be the most useful detail for anyone planning to register Monday.

The program uses a random selection after the registration period closes.

It is not being promoted as a first-come, first-served giveaway where the earliest applicants receive all of the available rebates.

The Colorado Energy Office says residents can register at any convenient time during the one-week period.

That should reduce some of the pressure that comes with rebate programs where thousands of people may try to apply at the same moment.

You Must Use a Participating E-Bike Retailer

Being selected for a rebate does not mean you can buy any electric bicycle from any seller.

The Colorado Energy Office says recipients must purchase a qualifying e-bike from a participating e-bike retailer, either in person or over the phone.

The state is continuing to work with participating retailers, so available sellers may change or expand.

Before choosing a bike, I would verify both that the retailer participates in the program and that the specific e-bike qualifies for the rebate.

That is especially important before placing a deposit or making a purchase you assume will be covered.

Can You Combine the $1,000 Rebate With Colorado’s E-Bike Tax Credit?

Yes, potentially.

Colorado says a rebate recipient may combine the income-qualified E-Bike Rebate with the state’s separate E-Bike Tax Credit discount when the purchase is made through a retailer participating in both programs.

For 2026, the separate statewide e-bike tax-credit discount is $225.

That means eligible buyers could potentially receive:

PurchaseRebate2026 Tax-Credit DiscountPotential Combined State Savings
Standard e-bike$1,000$225Up to $1,225
E-cargo bike$1,300$225Up to $1,525
Adaptive e-bike$1,300$225Up to $1,525

The actual discount cannot exceed what is allowed under each program’s rules, and the bike and retailer must satisfy the requirements for both incentives.

What If Your City Already Has an E-Bike Rebate?

Colorado residents who live in communities with their own e-bike incentive programs can still register for the statewide program.

Denver is one example of a community with its own e-bike incentives.

However, the Colorado Energy Office says recipients cannot combine the statewide income-qualified rebate with a local e-bike rebate on the same bike purchase.

Someone who qualifies for both a local program and the state program may therefore want to compare the value and requirements of each before deciding which incentive to use.

The statewide rebate may still be combined with Colorado’s separate state e-bike tax-credit discount when the retailer and purchase meet the applicable requirements.

More Registration Windows Are Planned

Missing the August window should not necessarily mean missing the program entirely.

Colorado says additional registration periods are planned over the next year.

Current program information lists these future windows:

  • October 19-26, 2026
  • January 11-18, 2027
  • March 15-22, 2027

The listed windows are expected to open at 11 a.m. MT on the first day and close at noon MT on the final day.

Because future program schedules can change, I recommend checking the Colorado Energy Office website before relying on one of these later dates.

Why Colorado Brought the Rebate Back

Colorado’s original statewide program launched in 2023 and continued until available funding was used in spring 2025.

According to the Colorado Energy Office, the earlier program helped nearly 8,000 Coloradans save more than $9.75 million on e-bike purchases.

Demand was much higher than the number of available rebates. State officials say more than 34,000 people applied during the earlier program.

The state also reports that 89% of surveyed recipients said they would not have purchased an e-bike without the Colorado E-Bike Rebate Program.

The relaunched program now has $3 million from the Community Access Enterprise for the current fiscal year, with the state expecting to serve more than 2,800 eligible residents during the next year.

My Take

A $1,000 discount changes the e-bike buying decision much more than a small coupon, especially for riders who have been held back by the upfront cost.

I also like the fact that Colorado is using a registration window followed by random selection instead of requiring everyone to compete for a limited number of vouchers during the first few minutes. It does not solve the problem of demand exceeding available funding, but it gives people who work, have limited internet access or simply cannot be online at exactly 11 a.m. a more reasonable chance to register.

The part I would be most careful about is shopping too early.

Registering for the program is not the same as receiving a rebate. Applicants still have to be selected, verify their eligibility and buy a qualifying bike through a participating retailer.

If you are hoping to use the program, I would research bikes now, check your household’s income eligibility and gather your documentation – but wait until you understand your rebate status and the purchase requirements before committing to a bike.

For the first registration round, the deadline to remember is noon Mountain Time on Monday, August 31, 2026.
