San Antonio, Texas Launches E-Bike Program for Low-Income Families

San Antonio, Texas is changing the way people get around—one e-bike at a time.
The city has launched a new electric bike program focused on helping low-income families. More than 200 residents have already received $1,000 vouchers to buy an e-bike, thanks to a partnership with Pedal Guerrero Bike Store on the city’s Northwest Side.
For many, it’s more than just a new ride.
Mobility That Matters
Andre Green is one of the recipients. For him, the e-bike is life-changing.
“It’s going to save money, it’s going to save gas,” he said. “This actually gives me a second chance to live again and live a healthy lifestyle.”
These bikes aren’t just for commuting. They’re for freedom, fitness, and getting around in a way that feels good.
Breaking Barriers in Transportation
The Low-Income E-Bike Voucher Program is designed to improve access and sustainability. It helps people who previously took part in Neighborhood & Housing Services programs.
Each selected resident receives a $1,000 voucher—enough to cover almost the full cost of an electric bike.
Esmeralda, another participant, shared how versatile the e-bike has been.
“I can use it for trail bike riding, fitness,” she said.
Putting Safety First
Before picking up their bike, all participants must complete a free street skills course. This training teaches the rules of the road and builds rider confidence.
Matthew, one of the program’s coordinators, explained:
“The course helps get people more confident in the rules of the road, as well as best tips and best practices for cycling.”
This safety-first approach is important. Data from People Powered Movement showed the top causes of intersection crashes in San Antonio in 2021:
- Failing to yield the right-of-way (25%)
- Distracted driving (16%)
- Distracted bicycling (5%)
- Running red lights or stop signs (12%)
Education and awareness can help prevent accidents and save lives.
Looking Ahead
Esmeralda found the training useful. “I learned more about the signals,” she said. “I received information on the app, so I know which routes to take.”
This e-bike program is currently a pilot. But its success is already clear. All 244 initial voucher recipients have been notified. That’s 244 new riders on the road—each with a better, cleaner, and more affordable way to move through their city.
If it continues to thrive, San Antonio’s program could become a model for other cities. One e-bike at a time, it’s changing lives.
