Denver Proposes New Rules for E-Bikes and Scooters

Denver may soon see major changes to how e-scooters and e-bikes are used in the city. A new ordinance, introduced by councilmembers Chris Hinds, Sarah Parady, and Darrell Watson, aims to make micromobility safer and more organized.

The reason? Ridership has exploded. Over 6.6 million scooter trips were logged in 2024. And more than a million have already been recorded in 2025. But with that growth came complaints — and injuries. Denver Health reported nearly 2,000 scooter-related ER visits last year.

Councilmember Hinds says the problem is simple: there are almost no real rules right now. And most people don’t even know it’s illegal to ride scooters on sidewalks in Denver.

“We clearly have a gap in education,” Hinds said.


What the New Rules Would Do

The proposed ordinance focuses on two big issues: riding and parking.

  1. Sidewalk Detection Tech
    Scooter companies would be required to install tech — like GPS or cameras — to detect sidewalk riding. The tech could warn riders or even charge them more for breaking the rules.
  2. Mandatory Parking Zones
    Riders would have to end their trips in marked parking areas in busy places like Union Station and downtown. No more scooters scattered across sidewalks.
  3. Rider Education
    Users would take a short rules test when signing up, and again later. It would cover helmet use, parking, and where to ride.
  4. More Accountability
    Companies would report crash data, parking violations, and education efforts every three months. Those that don’t comply could face penalties.

Why It Matters

The goal is not to ban scooters. The city wants people to feel safe — whether they ride or walk. Councilmembers say the data from these vehicles could also help guide decisions about where to add protected bike lanes in the future.

Some cities have already taken similar steps. Chicago saw sidewalk riding drop 40% just one month after using detection tech.


What Scooter Companies Say

Lime, one of Denver’s main scooter operators, supports the plan. In a letter to city council, Lime said the ordinance strikes a good balance between safety and flexibility.


⚖️Some Concerns

Not everyone is on board. Some residents say existing rules aren’t enforced, and more laws won’t fix that. Others worry there’s not enough room for parking zones outside downtown.

Still, the city believes these changes are a step forward. The rules are designed to help people follow the law — not punish them.

If passed, the new rules would take effect July 1, 2026, giving the city and companies time to prepare.
